This is an exercise taught in the Animation Workshop at UCLA, using pencil and paper. The artwork here consists of two "symbols" in the Flash program. The first one is an 8-drawing cycle of the dude walking. The other is the tree.
The tricky part of this is making the drawings loop properly so that the last one leads into the first one. The drawings when seen within the "symbol" editor, and here in the scene, appear to walk in place on a slippery surface. The tree was "interpolated" or panned across the scene from left to right. This creates the effect of the dude walking within the scene but with the "camera" following along with him. To see another version of this using the same artwork, click on this link.
